Luke Lamprecht describes adults as “duty bearers” of children’s rights. To reach optimal development, it is argued that a child’s environment, access to basic needs and nurture is imperative. Once society and professionals understand the basis of legislation pertaining to children’s rights, such as Section 28 and the UNCRC, it will improve the developmental stages of a child’s life.
